ARLINGTON, Va. -- The Office of Naval Research (ONR)'s Electromagnetic (EM) Railgun program will take an important step forward in the coming weeks when the first industry railgun prototype launcher is tested at a facility in Dahlgren, Va., officials said Feb. 6.

"This is the next step toward a future tactical system that will be placed on board a ship some day," said Roger Ellis, program manager of EM Railgun.

The EM Railgun launcher is a long-range weapon that fires projectiles using electricity instead of chemical propellants. Magnetic fields created by high electrical currents accelerate a sliding metal conductor, or armature, between two rails to launch projectiles at 4,500 mph to 5,600 mph.

With its increased velocity and extended range, the EM Railgun will give Sailors a multi-mission capability, allowing them to conduct precise naval surface fire support, or land strikes; cruise missile and ballistic missile defense; and surface warfare to deter enemy vessels. Navy planners are targeting a 50- to 100-nautical mile initial capability with expansion up to 220 nautical miles.

The EM Railgun program, part of ONR's Naval Air Warfare and Weapons Department, previously relied upon government laboratory-based launchers for testing and advancing railgun technology. The first industry-built launcher, a 32-megajoule prototype demonstrator made by BAE Systems, arrived at Naval Surface Warfare Center (NSWC) Dahlgren Jan. 30. One megajoule of energy is equivalent to a 1-ton car traveling at 100 miles per hour.

"This industry prototype represents a step beyond our previous successful demonstrations of the laboratory launcher," Ellis said.

The prototype demonstrator incorporates advanced composites and improved barrel life performance resulting from development efforts on the laboratory systems located at the Naval Research Laboratory (NRL) and NSWC-Dahlgren. The EM Railgun laboratory demonstrator based at NSWC-Dahlgren fired a world record setting 33-megajoule shot in December 2010.

The industry demonstrator will begin test firing this month as the EM Railgun program prepares for delivery of a second prototype launcher built by General Atomics.

In the meantime, the Navy is pushing ahead with the next phase of the EM Railgun program to develop automatic projectile loading systems and thermal management systems to facilitate increased firing rates of the weapon.

"The next phase of the development effort is to demonstrate the ability to operate at a firing rate of significant military utility," Ellis said.

ONR recently awarded $10 million contracts through Naval Sea Systems Command to Raytheon Corp., BAE Systems and General Atomics to develop a pulsed power system for launching projectiles in rapid succession. These new contracts kick off a five-year effort to achieve a firing rate of six to 10 rounds per minute.

BAE Systems and General Atomics also are commencing concept development work on the next-generation prototype EM Railgun capable of the desired firing rate.

GOP race turns to Colorado, Minnesota (AP)

LAS VEGAS ? Now it's on to Colorado, Minnesota and Maine.

With back-to-back victories fueling him, Republican presidential front-runner Mitt Romney is looking toward the next states that hold GOP nominating contests as main rival Newt Gingrich brushes aside any talk of abandoning his White House bid ? all but ensuring the battle will stretch into the spring if not beyond.

Shortly after losing big to Romney here, the former House speaker emphatically renewed his vow to campaign into the party convention in Tampa this summer. His goal, he said, was to "find a series of victories which by the end of the Texas primary will leave us at parity" with Romney by early April.

Next up to vote are Colorado and Minnesota, which both hold caucuses Tuesday. Maine follows on Saturday during a month that promises to be as plodding as January was rapid-fire in the presidential race.

Romney will look to maintain his position of strength, if not build upon it, as his rivals continue working to derail him even as their options for doing so narrow with each victory he notches.

As Saturday turned to Sunday, the former Massachusetts governor held a double-digit lead over his nearest pursuer as the totals mounted in Nevada, where fellow Mormons accounted for roughly a quarter of all caucus-goers. Gingrich and Texas Rep. Ron Paul vied for a distant second. Former Pennsylvania Sen. Rick Santorum trailed the field.

Returns from 16 of 17 counties early Sunday showed Romney with nearly 48 percent support, Gingrich with about 23 percent, Paul with 19 percent and Santorum with 11 percent.

Yet to report its results was Clark County, which includes Las Vegas and often accounts for half or more of the votes in a statewide election. Officials said it could be Sunday before those were released.

Romney's victory capped a week that began with his double-digit win in the Florida primary. That contest was as intense as Nevada's caucuses were sedate ? so quiet that they produced little television advertising, no candidate debates and only a modest investment of time by the contenders.

A total of 28 Republican National Convention delegates were at stake in caucuses held across the sprawling state. Romney won at least 10, Gingrich at least four, Paul at least three and Santorum at least two. Eight were still to be determined.

That gives Romney a total of 97, including endorsements from Republican National Committee members who will automatically attend the convention and can support any candidate they choose. Gingrich has 30, Santorum 16 and Paul seven. It will take 1,144 delegates to win the Republican nomination.

Preliminary results of a poll of Nevada Republicans entering their caucuses showed that nearly half said the most important consideration in their decision was a candidate's ability to defeat President Barack Obama this fall, a finding in line with other states.

About one-quarter of those surveyed said they were Mormon, roughly the same as in 2008, when Romney won with more than a majority of the vote in a multi-candidate field.

The entrance poll was conducted by Edison Research for The Associated Press at 25 randomly selected caucus sites. It included 1,553 interviews and had a margin of sampling error of plus or minus 4 percentage points.

Designs for eradicating medical mistakes

A few years ago, my brother was rushed to the emergency room with appendicitis. As the doctor on duty came round to carry out final checks before the operation, he explained to my brother that he needed to conduct a test, ?just to check it really is the appendix and not your ovaries.? On seeing the confusion and panic on my brother?s face, he quickly corrected: ?kidneys, I mean kidneys.?

Just moments before going under the knife, the last thing you want to hear is that your doctor is confusing your kidneys and your ovaries, especially when you?re an otherwise healthy young man.

At the time, I assumed the incident was a freak occurrence involving an overtired or inexperienced medic. But generally speaking, when we put our lives in the hands of doctors and nurses, they tend not to mess things up too much, right?

Not so fast. According to a new project led by an interdisciplinary team from Imperial College London, the Royal College of Art, and St Mary?s Hospital in London, something goes wrong in one out of every 10 hospital admissions in the UK. That?s pretty shocking, particularly when you learn that most often problems arise from the poor design of hospital kit, which simply doesn?t work when coupled with real life human behaviour.

For instance, the most common cause of medical errors is in administering medication. An unexpected interruption during the drugs round, for example, and a nurse might well forget to give a patient their full dose. A common and terrifying result of that error is that patients can end up going into surgery without the proper drugs - for example those vital to stabilising their heart rate during the op.

But nurses are busy, they are short staffed, and they will always have to drop what they are doing and re-prioritise in the case of an emergency. It?s a simple problem, but a serious one. Fortunately, simple problems often have simple solutions. Could well-designed products help medical staff to avoid the most common errors?

That?s the question underlying Designing Out Medical Error (DOME) a three-year project funded by the Engineering and Physical Sciences Research Council, has now culminated in an exhibition at the Hunterian Museum in London.

According to Oliver Anderson, a clinical research fellow in the surgery department at Imperial, when hospital kit is designed normally, the designers are rarely aware of the space in which their product will be used. To counter that, all the members of the DOME team - scientists, designers, and hospital staff - had to be in on all the stages of the process.

With designer Jonathan West, from the Helen Hamlyn Centre for Design at the Royal College of Art, Anderson spent months in St Mary?s, observing how doctors and nurses went about their jobs, noting the kinds of situations where they made mistakes and trying to understand why that happened. Their remit was a broad one, says Anderson: ?to attack the wards and make them safer.? From their observations, the team identified key areas in which the most mistakes were made - from using antibacterial hand wash, to handing over patient information between shifts.

The designers then set about trying to find solutions to the problems, drawing insights from other industries to see how they got round similar issues. They also made detailed plans from their observations of how daily life plays out in the hospital, to make sure any future designs would fit with the behaviour of busy staff.

When it came to handover of patient information, for example, the transfer was happening in the break room, where there wasn?t proper space to exchange notes and nurses were often interrupted by people coming in for their break-time snack. The solution is simple, but neat - a redesign of the same space to include a foldaway table, variable lighting and a do not disturb sign.

Several such simple designs are on display at the Hunterian exhibition. Some have yet to be trialled, but the most successful product - an infection control station for the end of a patient?s bed, equipped with hand-wash, gloves, aprons, and a touch-free bin, as well as a built-in medicine cupboard - has been taken to market. Also on display is a vital signs unit to measure blood pressure, temperature and oxygen saturation at the patient?s bedside, a new logo and campaign to encourage hand sanitation and a new kind of blister pack which should help ensure patients are take the correct medication. An iPhone app that can be used to help measure patients? respiratory rates is currently being tested in hospital trials. Taken together, these proposed solutions offer an inviting glimpse of the hospital ward of the future.

Step back out into the main museum space, and you?ll find the bed and disinfectant spray used by Joseph Lister more than a century ago. In the late 1800s, Lister came up with vital experiments to scientifically measure the effectiveness of tools for use in medicine, most famously the use of carbolic acid as an antiseptic. Why shouldn?t designs for today?s medical equipment be subject to the same scientific method?

After all, as DOME aims to demonstrate, well-designed trials of thoughtfully designed equipment have the potential to save lives. Then all patients would have to worry about is whether their doctor knows the difference between their kidneys and ovaries.
