In a vote at the United Nations in New York on Thursday, the body granted Palestine the title of "non-member observer state". Palestinians celebrated the outcome, while the United States and Israel denounced it.?

The U.N. victory for the Palestinians was a diplomatic setback for the?United States?and?Israel, which were joined by only a handful of countries in voting against the move to upgrade the?Palestinian Authority's observer status at the?United Nations?to "non-member state" from "entity," like the Vatican.

Britain called on the?United States?to use its influence to help break the long impasse in Israeli-Palestinian peace talks. Washington also called for a revival of direct negotiations.

There were 138 votes in favor, nine against and 41 abstentions. Three countries did not take part in the vote, held on the 65th anniversary of the adoption of U.N. resolution 181 that partitioned Palestine into separate Jewish and Arab states.

Thousands of flag-waving Palestinians in the?West Bank?and the?Gaza Strip?set off fireworks and danced in the streets to celebrate the vote.

The assembly approved the upgrade despite threats by the?United States?and?Israel?to punish the Palestinians by withholding funds for the?West Bank government. U.N. envoys said?Israel?might not retaliate harshly against the Palestinians over the vote as long as they do not seek to join the International Criminal Court.

If the Palestinians were to join the ICC, they could file complaints with the court accusing?Israel?of war crimes, crimes against humanity and other serious crimes.

U.S. Secretary of State?Hillary Clinton?called the vote "unfortunate and counterproductive," while the Vatican praised the move and called for an internationally guaranteed special status for?Jerusalem, something bound to irritate?Israel.

Canada, Denmark reach tentative agreement on decades-long Arctic waters dispute

After nearly four decades of dispute surrounding a small, unclaimed area of Arctic waters, Canada and Denmark have reached a tentative agreement regarding the Lincoln Sea.

Foreign Affairs Minister John Baird, Leona Aglukkaq, Canadian federal minister responsible for the Arctic Council, and Danish Foreign Affairs Minister Villy S?vndal tentatively agreed on where to establish the maritime border in the disputed Lincoln Sea, located north of Canada?s Ellesmere Island and Denmark, at a meeting in Ottawa Wednesday.

In 1973, a maritime border was established between Canada and Greenland up to, but not including, a small 65-nautical-mile section of the Lincoln Sea. In later negotiations, the two countries agreed that a boundary in the Sea should be an equidistant line but did not finalize the technicalities of that line.

At the meeting Wednesday, negotiators from both countries agreed to a boundary north of the Lincoln Sea. The boundary essentially divides the Sea down the middle and extends Ellesmere Island and Greenland?s boundary 200 nautical miles north of their Arctic coasts into the Lincoln Sea.

According to a press release Wednesday, the tentative agreement will work to modernize the 1973 treaty and set the stage for a new treaty which, once ratified, will establish a shared boundary more than 1,600 nautical miles long between Canada and Greenland.

?Our government is pleased with the progress made on the Lincoln Sea boundary,? said Baird. ??Today?s tentative agreement lessens uncertainty and strengthens Canada?s sovereignty over the Arctic.?

S?vndal also welcomed the tentative agreement, adding that the resolution of ?boundary issues is a priority for both our countries and is articulated in our respective Arctic strategies.?

However, the tentative agreement does not address sovereignty over the disputed Hans Island, a 1.3-square-kilometre rock island between Ellesmere Island and Greenland. Both Canada and Greenland currently make claims to the island, which is essentially divided in half by the maritime border. After a 1973 mapping decision that left the island?s ownership up for grabs, the debate continues today.

While talks regarding Hans Island were anticipated at Wednesday?s meeting, no decisions regarding the ultimate ownership of the island were made. According to the press release, ?that issue is the subject of continuing discussion intended to arrive at a mutually satisfactory solution.?

Injuries aren?t the only thing on Andrew Bynum?s mind these days. The Philadelphia Sixers? big man in now involved in a pair of lawsuits with ex-neighbors in California. TMZ has the amusing details: ?Bynum ? a former member of the L.A. Lakers ? claims that ever since he moved into his fancy home in Westchester, CA more than 7 years ago, he?s been constantly harassed by his neighbors, Ramond and Cindy Beckett. According to his lawsuit, filed in L.A. County Superior Court, Bynum says the Becketts have objected to his ?profession, his race, his friends, his cars and his taste in music.? Bynum claims the Becketts have behaved like petulant children ? throwing coins at his Ferrari (which chipped the paint), screaming at him about his music, and even banging the side of his house with ?a long stick.? But the Becketts quickly responded to the lawsuit with a countersuiit of their own ? trashing Bynum as the neighbor from hell who only sued them to preemptively strike against the lawsuit they had been planning. In their legal docs, the Becketts unload on the NBA star ? claiming he?s guilty of the following misdeeds: brandishing firearms in an attempt to intimidate the Becketts, ?apparently? using drugs and allowing weed smoke to drift next door, blasting loud, profane rap music (including the song ?Currency? by Trina), blasting his video games at ?window-shaking volumes?, letting his dogs run loose through the neighborhood, constantly racing his luxury cars at dangerous speeds. JERUSALEM (AP) ? Israel's leader, having failed to block the Palestinians from taking their quest for a state to the U.N., defiantly declared Thursday that they would have to back down from long-held positions if they ever hope to gain independence.

Ahead of Thursday's vote, thousands of Palestinians from rival factions celebrated in the streets of the West Bank. In a departure from its previous opposition, the Hamas rulers of the Gaza Strip said they would not interfere with the U.N. bid, and its supporters joined some of the celebrations.

Western-backed Palestinian President Mahmoud Abbas turned to the United Nations after four years of deadlock in Mideast peace efforts. While the initiative, all but certain to pass, will not immediately bring about independence, Palestinians hope the strong international endorsement will give them more leverage in future negotiations with Israel.

Speaking to reporters in New York, Abbas said diplomatic pressure to abandon the initiative was "tremendous," but that he would not be deterred.

"We said our word, and the vote will take place," he said.

The resolution calls for a Palestinian state in the West Bank, Gaza and east Jerusalem, territories Israel captured in the 1967 Mideast war. Israeli Prime Minister Benjamin Netanyahu has rejected a pullback to the 1967 lines, saying it would threaten Israeli security. Israeli settlements in the West Bank and east Jerusalem are now home to some 500,000 Israelis.

Netanyahu warned the Palestinians on Thursday that they would not win their hoped-for state until they recognize Israel as the Jewish homeland, declare an end to their conflict with Israel and agree to security arrangements to protect Israel.

"The resolution in the U.N. today won't change anything on the ground," Netanyahu declared. "It won't advance the establishment of a Palestinian state, but rather, put it further off."

The Palestinians have resisted demands to recognize Israel as the Jewish homeland, saying it would undermine the claims of Palestinian refugees and their millions of descendants scattered across the world.

Israel says Palestinian the demand for refugees to return to what is now Israel is an illegitimate attempt to undermine the Jewish character of their state. Instead, Israel says refugees should be resettled in a future Palestine alongside Israel.

General Assembly recognition on Thursday of Palestine will not actually deliver a state, end the Israeli occupation or reunify the Palestinians, who are ruled by dueling governments in the West Bank and Gaza.

But the Palestinians hope U.N. recognition will add weight to their claims.

Israel, like the U.S., argues that the Palestinians can win a state only through negotiations, and both countries mounted an aggressive campaign to try to head off the General Assembly vote.

The U.N. bid is crucial to maintaining Abbas' leadership. The Islamic militant Hamas group's standing in the Arab world has risen as changes sweep the Mideast, while Abbas' Fatah movement, which governs the West Bank, has been sidelined and marginalized, in large part because of his failure to deliver a state through diplomacy. Hamas got a major boost earlier this month, claiming victory after battling Israel in eight days of hostilities that ended with an Egyptian-brokered cease-fire.

The rival Palestinian governments emerged after Hamas seized Gaza from Abbas in 2007, reducing his control to parts of the West Bank.

Hamas supporters took part in Thursday's celebrations. In the West Bank city of Hebron, some in a crowd of several thousand raised green Hamas flags, while in the city of Ramallah, senior figures of Hamas and Islamic Jihad, two militant groups normally opposed to Abbas, addressed the crowd.

"It's the right step in the right direction," Nasser al-Shaer, a former deputy prime minister from Hamas, said of the U.N. bid.

In Hamas-ruled Gaza, several thousand took to the streets, most of them Abbas loyalists. Marchers hoisted Palestinian flags and chanted, "We want our state, today is our date."

In Jerusalem, about 30 Israeli activists opposing the bid tried to burn a Palestinian flag near a U.N. building in Jerusalem, Israeli police spokesman Micky Rosenfeld said. One person was arrested.

Israel has tempered its threats of retaliation, appearing to back off from plans to immediately punish the Palestinians for the initiative.

Months ago it suggested new settlement construction would be Israel's response to the Palestinians' statehood bid. Now officials are saying they will wait to see whether the Palestinians use their new standing to pursue war crimes charges against Israel in the International Criminal Court, a U.N. body. If so, they threaten punitive measures but have not given details.

Backing for the Palestinians' appeal to the U.N. came from an unexpected quarter Thursday, when former Israeli Prime Minister Ehud Olmert was quoted as saying the Palestinian request "is congruent with the basic concept" of the two-state solution.

"Therefore, I see no reason to oppose it," said Olmert, according to The Daily Beast news website. An Olmert spokesman did not return a call for comment.

Olmert, Abbas and their teams conducted peace talks in 2007 through early 2009, but never clinched a deal.

New Florida License Plates: Five Alternative Nominees

Your Florida license plate is about to become a collector's item. The venerable image of the orange and the words Sunshine State will soon be replaced by a new model. Starting this week, Floridians can vote online for their favorite new look. Unfortunately, the options provided by the DMV are more boring than driving the Turnpike.

So we thought we'd design some alternative options that represent our great state even better than the iconic orange. Vote for your favorite at miaminewtimes.com!

Design 1: "Florida: The Oxycodone State." Florida's economy is pretty simple: We get money from tourism, fishing, exorbitant highway tolls, and a running subsidy from America's Funniest Home Videos to supply the TV show with 50 percent of its content. But in South Florida, pill mills are still king. So why not honor their role in boosting the state economy? We'll even snag a motto from Road House: "Pain don't hurt."

Design 2: "Florida: America's Geriatric Alamo." Florida is chock full of two things: deadly weapons and people close to death. The elderly outnumber the rest of the state's population by roughly 40,000 to 1, and there are enough guns here to supply the world's militaries for a year. This license plate unites what are essentially the state's two mascots: old people and firearms.

Design 3: "Florida: The Hold-Your-Breath-on-Election-Night State." Admit it. It was pretty funny watching the rest of the country have an aneurysm as it feared Florida would again decide the presidential race. Our ignominious voting history is one Florida's defining traits. Let's celebrate our inability to master the insanely complicated task of filling in bubbles on a piece of paper with this plate, featuring a ballot being thrown into the garbage. Just know that your vote for this design will probably be lost or left in a box in a Broward elections office.

Design 4: "Florida: Cuba's 16th Province." In the rest of the United States, there aren't enough Cubans to start a baseball team. In Miami, there are so many cubanos you could form your own league. To that end, we commemorate our role as Latin America's Taiwan and stick it to Fidel in the process.

Design 5: "Florida: Proud Home of Bat Boy." You might have noticed that our governor, the esteemed Richard Scott, bears a passing resemblance to a certain supermarket tabloid icon. Bat Boy ? or to use his full name, Batthew Boy ? has been busy these past 20 years. He has terrorized children, run for governor in California, helped U.S. forces find Saddam Hussein, and bitten Santa Claus. But in his old age, he has retired to Florida to become an incompetent public official, and it's high time we honor him.

Bombardier lands a massive order for its aircraft which will secure the jobs of its employees in Belfast. Adrienne McGill reports

Bombardier?s Belfast operation will have a significant part to play in the biggest business aircraft order ever won by the Canadian Aerospace giant.

The Montreal-based company, which owns Shorts planemakers in Belfast, on Tuesday confirmed it has signed a deal worth more than ?4.8 billion (7.8 billion US dollars) with private charter firm VistaJet, for up to 142 Global business aircraft.

The contract includes firm orders for 56 of the jets and options on another 86 with the value of the firm order topping ?1.9 billion (3.1 billion US dollars).

Bombardier in Belfast is responsible for the design and manufacture of a range of parts for the Global aircraft family, including the forward fuselages, engine nacelles, horizontal stabilisers and other components.

It is the largest business aircraft sale in Bombardier?s history and will help secure the jobs of around 5,500 people in Belfast who work on a range of Bombardier programmes for regional and business aircraft.

A spokesman for the company said:

?The announcement of this order for up to 142 of Bombardier?s Global business jets is a tremendous endorsement of Bombardier, our employees and the Global aircraft family, and is very much welcome. We in Belfast play a major role in the business jet sector ? an important market which Bombardier leads. This order ? the largest ever business aircraft sale in Bombardier?s history ? will help to sustain jobs and secure our long-term future, in addition to benefiting our local supply chain.?

Work will start shortly and the first order involves 25 Global 5000, 25 Global 6000 and six Global 8000 jets, Deliveries are to start in 2014, Bombardier said.

Steve Ridolfi, president, Bombardier Business Aircraft, said the company was thrilled to have been picked by Vistajet.

?We welcome Vistajet?s ongoing commitment to Global coverage within existing and developing new markets,? he said.

?Our Global aircraft are perfect for Vistajet?s business strategy to deliver the ultimate business jet family to all corners of the world.?

Enterprise Minister Arlene Foster described the deal as a ?welcome boost? for the workforce in Belfast.

She said: ?Bombardier in Northern Ireland plays a major role in the business jet sector, and this multi-million pound contract is a welcome boost for their workforce here. It reflects a confidence in the company and in its staff in Northern Ireland. Bombardier has had a presence in Belfast since 1989 and as our largest private sector employer they are pivotal to the local economy.?

The contract was also welcomed by the union Unite, whose membership includes many of the Bombardier workforce in Belfast.

?This is fantastic news for the committed workforce and manufacturing in Northern Ireland,? said Unite?s Irish Regional Secretary Jimmy Kelly.

He added: ?This historic order is very welcome at this particularly fragile economic time. Unite understands that it will secure the current workforce levels for a number of years.?

The only other order of this magnitude for Bombardier is last June?s commitment from NetJets to buy up to 275 Challenger jets, valued at about ?4.5 billion (7.3 billion US dollars).

Business jet orders have been bouncing back since the slump in the wake of the 2008 economic slowdown.

VistaJet Holding SA, which bills itself as ?the world?s luxury aviation company,? said the order builds on its strategy of providing more wide-cabin, long-range luxury aircraft.

The company said the new Global jets will serve high-growth markets such as Russia, China, the Middle East and Africa.

?This order is the most significant milestone for VistaJet and is a testimony to our successful strategy that focuses on global coverage,? said VistaJet founder and chairman Thomas Flohr.

?Earlier in the year we announced landmark agreements with partners in both China and Russia and, since then, the level of demand we have seen in growth markets around the globe has been unprecedented,? he added.

VistaJet is based in Switzerland but its main office is in London.

Video: Breivik walks from exploding van

New video has emerged of Anders Behring Breivik walking away from a van he detonated outside a government building in Oslo in 2011.

The explosion on July 22, 2011 killed eight people and injured 209. Following the blast, Breivik drove to a remote political youth camp and gunned down 69 people, most of them teenagers.

The video begins with Breivik walking around and away from a white van that held a bomb he built out of fertilizer and fuel. He parked the van next to a building that held the prime minister?s offices in the Norwegian capital.

Moments later, the bomb detonates, shaking buildings and shattering glass windows.

In August, Breivik, 33, was found guilty of murdering 77 people and sentenced to Norway?s maximum sentence of 21 years. That sentence could be extended if he is deemed a danger to society.

The 2001 DreamWorks Animation movie Shrek, directed by Andrew Adamson and Vicky Jenson from a screenplay by Ted Elliott, Terry Rossio, Joe Stillman, and Roger S.H. Schulman, was based on the 1990 picture book Shrek! written and illustrated by William Steig (1907-2003). The first film of what turned out to be DreamWorks Animation?s highly lucrative Shrek franchise featured the voices of Mike Myers as Shrek, Eddie Murphy as Donkey, Cameron Diaz as Princess Fiona, and John Lithgow as Lord Farquaad. Shrek won the 2002 Academy Award? for Best Animated Feature, and was nominated for the Oscar for Best Writing, Screenplay Based on Material Previously Produced or Published.

Initiated by British theater and film director Sam Mendes, Shrek the Musical is the inaugural effort of the theatrical arm of DreamWorks Animation. After the 2008 out-of-town tryouts in Seattle, the show made its Broadway debut, directed by Jason Moore and choreographed by Josh Prince, on Dec. 14, 2008 at the Broadway Theatre, where it played for 441 performances before closing on Jan. 3, 2010. The original Broadway production of Shrek starred Brian d?Arcy James as Shrek, Daniel Breaker as Donkey, Sutton Foster as Princess Fiona, and Christopher Sieber as Lord Farquaad.

Shrek the Musical won the 2009 Tony Award for Best Costume Design of a Musical (Tim Hatley), and was nominated for seven other Tonys, including Best Musical, Best Book of a Musical (David Lindsay-Abaire), Best Original Score Written for the Theatre (music by Jeanine Tesori and lyrics by David Lindsay-Abaire), Best Actor in a Musical (Brian d?Arcy James as Shrek), Best Actress in a Musical (Sutton Foster as Princess Fiona), Best Featured Actor in a Musical (Christopher Sieber as Lord Farquaad), and Best Orchestrations (Danny Troob and John Clancy).

In addition to director Stephen Sposito and choreographer Chris Bailey, who recreate the musical staging of original directors Jason Moore and Rob Ashford and choreographer Josh Prince, the creative team for the current North American tour of Shrek the Musical includes NETworks Presentations executive director Kary M. Walker, tour scenic designer James Konzer and costume coordinator Austin Sanderson (reproducing the original set and costume designs of Tim Hatley), lighting designer Paul Miller, hair and wig designer David Brian-Brown, make-up designer Naomi Donne, illusions consultant Michael Magoon, sound designer Shannon Slaton, music supervisor Tim Weil, and stage manager Caroline Walker. Christmas tree arrives at US Capitol

WASHINGTON (AP) ? The U.S. Capitol's Christmas tree has arrived.

The 65-foot tree comes from the White River National Forest in Colorado. It will be decorated with approximately 5,000 ornaments and will be lit by House Speaker John Boehner, R-Ohio, during a ceremony on Dec. 4.

First lady Michele Obama and daughters Sasha and Malia last week greeted the arrival of the Christmas tree that will be displayed in the Blue Room of the White House. The 19-foot tree arrived Friday by horse-drawn carriage.

HBT: Myers wants to start, could be Twin target

Brett Myers said a few weeks ago that he was open to marketing himself as a starter or reliever in free agency, but his agent, Craig Landis, told Joe Christensen of the Minneapolis Star-Tribune that the veteran right-hander is now focused on being a starting pitcher. Makes sense in a world where Jeremy Guthrie gets three years and $25 million. Landis also confirmed that the Twins are among the teams who have expressed early interest.

?They?re interested, or perhaps even very interested,? Landis said. ?And that?s about as far as we are right now.?

Twins general manager Terry Ryan would only go as far to say that he has ?touched base with most of the pitchers on the market,? but Christensen was told by team insiders that Myers will be one of their primary targets because he could be reasonably-priced and would likely embrace making half of his starts in the spacious Target Field.

Myers pitched exclusively out of the bullpen this past season, posting a 3.31 ERA and 41/15 K/BB ratio over 65 1/3 innings between the Astros and White Sox. The 32-year-old has an underwhelming 4.27 ERA as a starter during his career and showed diminished velocity as a member of the Astros? rotation back in 2011, but he could have some appeal as an innings-eater.
