"He should get this certificate [allowing him to leave the airport] shortly," the official Voice of Russia radio station quoted lawyer Anatoly Kucherena as saying.

Russian authorities have suggested it could take up to three months to fully process his request for political asylum. But Mr. Kucherena said a temporary document will likely be issued?tomorrow?that will enable him to leave the legal limbo of Sheremetyevo's transit zone ? where he has now been stranded for exactly a month ? and move to premises in downtown Moscow.

One straw in the wind that suggests Russian authorities may be leaning toward taking in the wayward ex-CIA employee, despite intense US pressure not to, is a timely round of statements from Russian government sources slamming the US for its "double standards" in dealing with Russian extradition requests.

The main thrust of Washington's appeal to Moscow has been that Mr. Snowden is a common criminal who should be handed over out of shared civilizational values, even though there is no formal extradition treaty between the US and Russia.

"Mr. Snowden ought to be returned to the United States to face the felony charges against him," United States Ambassador to Moscow?Michael McFaul tweeted?on Monday.

But in what looked like a coordinated pair of official blasts, Russian law enforcement agencies claimed that they have never experienced that sort of courtesy from their US counterparts.

"[Russian] law agencies have asked the US on many occasions to extradite wanted criminals through Interpol channels, but those requests were neither met nor even responded to," interior ministry spokesman Andrei Pilipchuk is quoted as saying by the Kremlin-funded, English-language news network Russia Today, which prefers to be known as RT.

And Sergei Gorlenko, head of the chief prosecutor's extradition office in Moscow, told the independent Interfax agency that "the United States has repeatedly refused Russian requests to extradite individuals, to hold them criminally liable, including those accused of committing serious crimes. We have been denied the extradition of murderers, bandits and bribetakers."

Officially, Russia has struck an ambivalent attitude toward Snowden since he arrived ? completely uninvited, President Vladimir Putin has repeatedly insisted. On one hand, Mr. Putin has said from the beginning that Russia will never extradite him to the US. On the other hand, he and other Russian officials have frequently wished out loud over the past month that Snowden would just move along, and stop creating unwanted complications for an already troubled US-Russia relationship.

Many Russians have embraced the idea of taking Snowden in, largely because it would represent an impressive turning-of-cold-war-tables, in which Russia becomes a free-speech haven for dissidents fleeing the US.

But Putin has been visibly cold to the idea, perhaps out of worries that the ongoing Snowden situation could chill planned talks with President Barack Obama?at the St. Petersburg G20 summit that's barely a month away, or even prompt a US-led boycott of the upcoming Sochi Winter Olympics, as at least one US senator has suggested.

One piece of the puzzle regarding official Russia's attitude toward Snowden concerns the role of the lawyer, Mr. Kucherena, who has apparently enjoyed almost unrestricted access to his client in the extraterritorial no-man's land of Sheremetyevo's transit zone.

Kucherena is chairman of the law enforcement commission in Russia's Public Chamber, a semi-official assembly of Kremlin-approved civil society groups and a prominent Moscow lawyer. The Kremlin-funded RT network, which has been able to talk extensively with Kucherena,?has posted a thumbnail biography of him.

But other analysts suggest Kucherena may be part of a Kremlin plan to admit Snowden to Russia, but keep him boxed in and under tight control of Russian security services.???

In other words, Snowden may successfully leap from the frying pan of Sheremetyevo's sterile transit zone, but it remains to be seen where he will land.

Quotes, reaction, day after Zimmerman verdict

The acquittal of George Zimmerman on all charges in the fatal shooting of Trayvon Martin spurred protest rallies across the country and once again sparked a nationwide debate over the U.S. justice system and race relations in America.

Here are some key quotes from Sunday:

"There is a difference between the law and what people think is fundamentally justice."

? Barbara Arnwine, president and executive director of the Lawyers' Committee for Civil Rights Under Law, a Washington-based civil rights group.

-------------------------------------

"I'm sure jurors did what they felt was right in accordance with the law but maybe the law is wrong, maybe society is wrong. There's a lot that needs fixing."

? Jessica Nacinovich, congregant of the Middle Collegiate Church in Manhattan.

---------------------------------------

"I know this case has elicited strong passions. And in the wake of the verdict, I know those passions may be running even higher. But we are a nation of laws, and a jury has spoken. I now ask every American to respect the call for calm reflection from two parents who lost their young son."

? President Barack Obama.

----------------------------------------

"He killed a human being and he walked away from that courthouse scot free. It's just terrible."

? Tara Banks, a 46-year-old black woman from Gainesville, Fla., who said the verdict was causing her to lose faith in the courts.

------------------------------------------

"We're going to raise our voices against the root causes of this kind of tragedy. We'll aim our fight for justice against the ease with which people can get firearms in this country."

? Excerpt of a sermon by the Rev. Jacqueline Lewis at Middle Collegiate Church in Manhattan.

Prince William plays polo as baby watch heats up

LONDON (AP) ? His wife may be due to have her baby soon, but Prince William isn't one to sit tight and wait for the news ? instead, he's off playing polo.

Many in the British press have predicted that the first child of the prince and the Duchess of Cambridge, formerly known as Kate Middleton, is expected to arrive on Sunday. Dozens of bleary-eyed photographers and cameramen have been standing guard around the clock on royal baby watch outside St. Mary's Hospital in London.

But the prince was enjoying a game of polo with his brother Prince Harry at a charity match at Cirencester Park Polo Club, almost 100 miles (161 kilometers) west of the capital, on Sunday.

William appeared relaxed and was seen greeting locals who went up to meet him in footage broadcast on Sky News.

According to bookmaker William Hill, most people are betting money on a royal birth Sunday, Monday or Tuesday.

Officials have said that the baby is due around mid-July, but have not released a due date. The birth, when it does come, will be announced by a bulletin posted on a wooden easel placed outside Buckingham Palace.

It's a time-honored royal tradition ? the birth of William's father, Prince Charles, was announced the same way in 1948. This time, however, officials have adapted to modern times by adding a simultaneous announcement on Twitter, so that millions around the world can get the news within seconds.

Rupert Adams, spokesman for William Hill, said that the most fervent betting has been on the name of the baby. Alexandra, Charlotte, Elizabeth and George are among the top contenders so far, he said.

At least six dead as French train derails

By Pauline Mevel

BRETIGNY-SUR-ORGE, France (Reuters) - At least six people died and 22 were seriously injured when a train derailed and hit the platform at a station in central France on Friday, leaving several carriages torn open and one lying on its side, officials said.

Local officials said dozens of other passengers were being treated in nearby hospitals for minor injuries, and Interior Minister Manuel Valls said the death toll could rise.

The train - a regional service that travels more slowly than France's TGV express trains - veered off the track en route from Paris to the city of Limoges at the station of Bretigny-sur-Orge, 26 km (16 miles) south of Paris.

President Francois Hollande said there would be a thorough investigation into what had happened and sympathized with families for the fact it would take time to identify victims.

"A catastrophe has taken place," he told reporters at the scene, adding that the station would be shut for three days.

National rail operator SNCF said the train, travelling at peak rush hour around 5 p.m. (1500 GMT) just as many families were heading off on summer holidays, was carrying 370 people and that an investigation was under way into what had happened.

It said six of the train's carriages derailed.

The train had not been scheduled to stop at Bretigny-sur-Orge and passengers told local media it was travelling fast as it approached the station.

TV images showed one of the carriages smashed against a platform at the station, 26 km (16 miles) south of Paris. Trapped passengers were still being helped to safety.

Passengers told local media the victims had been crushed or electrocuted, and many of those hurt had been hit by flying glass from the train windows.

"We felt a big impact - as if we had run up onto something - then the train started to keel over and it came off the track. I was in the carriage that fell over," a passenger named Annie told France Info radio.

France's last major rail accident was in 1988, when a commuter train headed into Paris's Gare de Lyon crashed into a stationary train, killing 56 people, after its brakes failed.

SNCF Chairman Guillaume Pepy was first at the scene, where a fleet of helicopters ferried the worst hurt to hospital, and said the cause of the derailment was not yet known.

Local lawmaker Michel Pouzol said all the carriages would have to be emptied before the final death toll would be known.

"The death toll is changing constantly at this point and unfortunately it will probably rise," Valls said.

Victims of violence, their pets often have 'common bond' ? Arguably ...

If a man or woman harms a spouse or child physically, emotionally or sexually, it?s likely that spouse or child isn?t the offender?s only victim of abuse. If people can harm fellow human beings, research shows, it?s easy for them to hurt a pet. If a greater number of Mainers ? including animal control officers, school counselors and veterinarians ? know about the connection between animal abuse and interpersonal violence, and know what to do about it, there?s a greater chance intervention could save someone?s life.

Gabriela Rodriguez, 55, of Kennebunk, is one of a few people in Maine working to highlight what?s sometimes called ?the common bond.? Abuse of an animal is often not an isolated incident but a red flag that others in the household might not be safe. Most often, abusers have access to smaller pets, such as dogs and cats. It?s important, Rodriguez said, to remember that larger animals, such as horses, are also at risk. Abuse doesn?t discriminate.

Though Maine has strong animal protection laws ? earning the No. 2 rank in 2012 from the Animal Legal Defense Fund ? much more can be done to illuminate the abuse link and to bridge divides between human and animal services.

Mandated reporters like teachers and counselors, who are required by law to tell the Maine Department of Health and Human Services of suspected child abuse, should also report if they suspect animal abuse happening in the home of a child. In the same way, animal control officers who see mistreated animals should report if they have a reasonable belief children are also at risk.

In addition, more social service agencies can ask about the treatment of pets on intake forms. Maine law continues to improve: This year the Maine Legislature passed legislation to give judges the authority to include pets on temporary protection from abuse orders.

Rodriguez is a member of the York County Linkage Coalition, which formed in 2010 to educate communities about the connection between animal cruelty, child abuse, domestic violence and other forms of interpersonal violence. She also helps run Blixx Horses to educate the public about horses and their care. Her two horses have visited local schools to interact with students in kindergarten through grade 12, area hotels for public presentations and senior living communities to provide therapy for residents.

The Blixx team includes horses Lexxie and Fritz and their owners, Gabriela Rodriguez and Dan Quinn.

Rodriguez?s work focuses not just on creating awareness about the link between animal abuse and interpersonal violence but on the positive: helping people appreciate animals and treat them humanely.

?If we view life or if we view an animal with such an uncaring attitude and with disregard, why would we not view human life the same way? I think if you care enough to try and take good care of animals then that can be extended to people as well,? Rodriguez said. ?It?s empathy.?

In one 1999 study, more than 71 percent of battered women reported their batterers had harmed, killed or threatened animals. Seventy-five percent of those incidents happened in the presence of the women or children as a way to coerce and humiliate them. Another study found that 68 percent of battered women reported their animals had been subject to violence, with 87 percent of incidents occurring in the presence of the women and 75 percent occurring in the presence of children.

The effects on children can be long-lasting, said Leah Paltanawick, prevention educator for Kids Free to Grow in Kennebunk and another member of the York County Linkage Coalition. Seeing pets abused, let alone a loved one, can lead children to imitate abusive behaviors or come to accept physical abuse. It?s traumatic for children to see their pets hurt, and the trauma has the potential to affect children as they grow ? harming their future health and productivity. Pet abuse by children is one of several predictors for determining who is at higher risk of becoming a batterer.

Those fleeing domestic violence can find a listing of safe havens for pets on the Humane Society of the United States website. If you or someone you know is experiencing domestic violence and would like to talk with an advocate, call 866-834-4357. This free, confidential service is available 24/7 and is accessible from anywhere in Maine.

Role reversal: GOP members dispense Obamacare advice

Republican lawmakers have spent the past three years blasting Obamacare, but now they have a new role: helping people sign up for it.

It?s a role reversal that puts party politics at odds with constituent service. Even Obamacare?s most strident opponents say that if people call their offices looking for help when enrollment starts in October, they?ll direct their staff to assist.

Obamacare at the crossroads

Boehner vows another repeal

?We always provide people with the best information that?s available to us. We always try to cut red tape,? said Rep. Steve King of Iowa, perhaps the House?s most vocal Obamacare critic. If someone asks for assistance, ?we?re not going to shut people out of information. We?re not going to make their life more difficult. Obamacare?s bad enough to have to live under.?

(Also on POLITICO: CBC to launch Obamacare tour)

Obamacare is at a turning point. For three years it?s been an abstraction. But enrollment starts in October, and come January, millions of Americans will be covered. And members of Congress expect the phones to start ringing with confused constituents.

Republicans are anticipating even more questions now that the White House has delayed enforcement of the employer mandate for one year, which may make a confused public even more confused.

?It?s going to be hard to answer questions with the kind of uncertainty that these delays create. That?s why it would be better if you had a permanent delay,? said Sen. John Thune (R-S.D.), who added that his office will help constituents the best it can back home ? while he joins a reinvigorated Republican drive in Washington to halt it.

(Also on POLITICO: Blue Cross, Walgreens explain ACA)

GOP lawmakers won?t go out and sell Obamacare. But they?ll answer questions.

To prepare, Republican congressional staffers have been participating in calls and meetings hosted by Obama administration officials to inform them about the basics of the law, such as how enrollment will work, who will be eligible and how to sign up. The events have been open to Democrats, as well.

Republican lawmakers have not had the regular sessions the Democrats have had with administration officials on how to roll out the law most effectively. Nor have they requested help with public education events from organizations like AARP, which did a lot of bipartisan outreach when Medicare drug coverage began, said David Certner, the legislative policy director of AARP.

Unsurprisingly, Republican lawmakers interviewed by POLITICO didn?t talk about hosting educational events or town halls to advertise the benefits as many Democrats plan to do. They won?t do anything that proactive. But they aren?t going to slam down the phone if a constituent wants to know how to get to the right website or phone number. They?ll help, just like they do when constituents ask about Social Security or Medicare.

(PHOTOS: Supreme Court upholds health care law)

It?s a far more muted approach than the one Democrats took in 2006, when the Medicare Part D prescription drug benefit kicked in with a dizzying menu of choices that confused seniors. Many Democrats who opposed the Medicare law enacted under former President George W. Bush left their political sentiments in Washington and went back home to teach their constituents about the benefits, which include subsidies for low-income seniors.

Beau convicted of murder in NY designer's death

NEW YORK (AP) ? The playboy boyfriend of a fashion designer was convicted Thursday of strangling and drowning her in the bathtub of a swank hotel room.

Nicholas Brooks, whose father was an Oscar-winning composer who wrote "You Light Up My Life," put his face in his hands silently as the murder verdict was read. His girlfriend, Sylvie Cachay, was found partially clothed in an overflowing tub in their rented Manhattan hotel room on Dec. 9, 2010.

Cachay's friends cheered when the verdict was read, and Brooks' sister wept loudly and shook.

Brooks, 27, faces 25 years to life in prison when he's sentenced in August.

Defense attorney Jeffrey Hoffman argued Cachay drowned accidentally, passing out from an overdose of prescription pills she took to treat migraines and fibromyalgia, a disorder that causes widespread pain in the body. He said investigators rushed to arrest Brooks because they needed a suspect in the high-profile killing, which became national news.

He said Cachay, 33, was "under the influence of drugs, partially clothed, to say the least not in a rational state" when she got into the tub.

But prosecutors sought to show that Brooks strangled Cachay because she was breaking up with him. The medical examiner ruled that forcible drowning and strangulation caused her death, in part because of bruising on her neck and burst blood vessels in and around her eyes.

Assistant District Attorney Joel Seidemann said there was obvious tenderness between Brooks and Cachay but their relationship was made up of extreme highs and lows ? and Brooks killed her in a low.

"When he held her neck and dunked her underwater ... that was the defining moment," he said.

Brooks and Cachay were introduced by a friend in 2010 but were constantly on-again, off-again. Cachay didn't like that they would drink too much together, her friends testified. She wanted Brooks to get a job and be more proactive about the relationship.

Cachay worked as a designer for Marc Jacobs, Victoria's Secret and Tommy Hilfiger before she opened her own swimsuit line, Syla, in 2006. But the line struggled during the recession and closed two years later.

Brooks was a college dropout who worked odd jobs. Prosecutors said he had a penchant for escorts and marijuana. His father, Joseph Brooks, killed himself in 2011 after he was charged with sexual assault in a casting couch scheme.

On the night of Cachay's death, Nicholas Brooks knocked over a candle and started a small fire at her apartment, burning her hair. So they went to the Soho House, an exclusive hotel and club that cost $1,800 a year and upward for a membership. Surveillance footage shows them checking in at 12:31 a.m. Brooks is then seen pacing the hallway, then going down to the lobby and returning several times before he puts on a coat and leaves at 2:18 a.m. Cachay's body was discovered by hotel staff at 3 a.m.

Brooks later returned, a move Seidemann said was a calculated risk.

"He was not certain that he'd done enough to fool the police," he said.

Demand Regulation of Unfair Bandwidth and Data Caps ...

By Arielle Hernandez

Target: Mignon Clyburn, Acting Chairwoman of the Federal Communications Commission

Goal: Regulate unfairly priced data and bandwidth caps

Earlier this year, cable and telecommunications lobbyist Michael Powell divulged that broadband internet caps have nothing to do with the so-called ?congestion? of networks, and that essentially its prices are manipulated by the companies who set them. With a digital divide that needs to bridged and not widened, ?Federal Communications Commission (FCC) chairwoman Clyburn must regulate broadband caps from companies like AT&T and Comcast.

The cable and communications industry has tried to justify data and broadband caps by using a variety of reasons. One reason has been debunked by former FCC chairman, now influential lobbyist Michael Powell. In regard to whether the pricing of data caps is dependent on network congestion, Powell stated, ?That?s wrong. Our principal purpose is how to fairly monetize a high fixed cost.? But even the ?fairness? argument can be ruled out since that would indicate a decrease in pricing, and not low data caps and high overage penalties in addition to the already high flat rate price, which is the reality across the industry.

Broadband providers are taking advantage of an uncompetitive market by putting restrictive caps on a service that only five years ago used to be unlimited. As for data caps, their sole purpose is to inflate profits, and it?s working according to quarterly returns that show a 90% profit margin. Consumers on the other hand have not seen a fair pricing adjustment with their access to the internet, which is why it is about time that the FCC do its duty and regulate the broadband industry for true fairness.

PETITION LETTER:

Dear Acting Chairwoman of the Federal Communications Commission Mignon Clyburn,

One of the FCC?s goals concerning broadband is that ?all Americans should have affordable access to robust and reliable broadband products and services. Regulatory policies must promote technological neutrality, competition, investment, and innovation to ensure that broadband service providers have sufficient incentives to develop and offer such products and services.? This goal is far out of reach, considering the broadband industry?s creative and purely profit-driven pricing of data and bandwidth caps.

Telecommunications and cable industry lobbyist Michael Powell said that it is not congestion that governs the pricing of broadband, but a so-called fairness. But it is not fair to keep driving up the price of flat rates and overage fees, setting data limits low, and yet raking in a 90% profit margin.

Broadband providers are not playing fair, and if rates keep on this upward scale then soon only the rich will be able to surf the internet. Please protect consumers and begin regulating the manipulated pricing of data and bandwidth usage.

Sincerely,

X-47B Drone Lands On Aircraft Carrier - Business Insider

X-47B initial launch carrier

via US Navy

Today, off the coast of Virginia on?the USS?George H.W. Bush, the U.S. Navy successfully landed an X-47B drone aboard an aircraft carrier for the first time.

"It isn't very often you get a glimpse of the future,"?Secretary of the Navy Ray Mabus said in an official Navy release.

The landing of the fighter jet-sized drone, which is larger than the Predator drones common in Afghanistan, Pakistan, and Yemen,?represents a watershed moment in the wielding of unmanned aerial vehicles.?

"The operational unmanned aircraft soon to be developed have the opportunity to radically change the way presence and combat power are delivered from our aircraft carriers,"?Mabus?added.

Drones are an incredible weapon because of their ability to project power. Without ever actually putting a person in peril, the U.S. military has expanded its kinetic and reconnaissance reach to previously unseen limits.

But the rise of drone warfare has led the U.S. to create?secret bases in remote parts of the world from which they can launch and recover the often top-secret aircraft.

That all changed today, with the U.S. showing it can tether the clandestine nature of the drones to the power projection ability of the largest Navy in the world. ?

Now, theoretically, the American military will not need a secret base, or the permission of countries where they are located, like Saudi Arabia, to launch unmanned aerial vehicles.

"By evolving and integrating new technology like the X-47B and the unmanned aircraft to follow, carriers will remain relevant throughout their 50-year lifespan," Mabus said.

Microsoft delivers an overdue progress report on its Office 365 upgrade push

When Microsoft launched the latest update to its Office 365 suite of hosted apps in October 2012, the company decided to move brand-new customers to the newest feature set first. Existing Office 365 users were told they'd be upgraded over the coming months.

o365upgrade

Many existing users have been frustrated by having no visibility as to when Microsoft planned to move them to the latest Office 365 bits -- the cloud complements of the Exchange 2013, SharePoint 2013 and Lync 2013 on-premises products. Some users received word they were about to be notified, only to have that process halted or rescinded with no explanation as to why. ?Microsoft officials repeatedly declined to provide any information about its rollout path and progress over the ensuing months.?

On July 5, Microsoft finally provided an update on its Office 365 rollout progress via a post to the Office 365 Technical Blog.

Microsoft officials said late last year that some Office 365 enterprise users were getting the updated bits starting in the fall of 2012. Last we heard (around February of this year), Microsoft officials said existing Office 365 customers would continue to receive the updated versions of Lync Online, Exchange Online and SharePoint Online "throughout the year" through November 2013. Office 365 users in the U.S. were set to be upgraded first.

Late last week, Microsoft officials said "over three quarters of our customers have either been upgraded to the new experience, or have heard from us that they will be upgraded this month."

Those who haven't heard -- I know you're out there, as I hear from you regularly -- the updated word is you will be moved to the latest Office 365 bits "in the next few months."

Microsoft's guidance for those tired of waiting: "For those of you who want the new functionality as soon as possible, you can experience the new Office Web Apps and Office 365 ProPlus client technology in your pre-upgrade environment," according to the July 5 blog post.

Microsoft officials reiterated that once customers are scheduled to get the upgraded bits, Microsoft will give the Office 365 administrators a four-week heads-up, so that they can implement recommended pre-upgrade steps, if needed. Microsoft will then provide an exact upgrade date.

Users can opt to run up-to-three-week pilots of the Exchange and Lync upgrade experience with up to 100 users to head off any possible problems before allowing the full-on Office 365 update. (Those in the pilot cannot be rolled back to the old experience, Microsoft officials note.)

Users also can opt to postpone their upgrades once they get the first upgrade notification mail. Postponements are allowed only once and those who choose this option will not be allowed to select a new, preferred upgrade date. Instead, Microsoft will contact admins from four to six weeks after they postpone with a new upgrade date. Here's a brief,?updated frequently asked questions (FAQ) list about the upgrade process.

Microsoft officials said once Office 365 users are moved to the latest bits, they'll have the "foundation" for Microsoft to deliver more frequent, regular updates.

"Moving forward,, you will see Office 365 updates as opposed to upgrades," the blog post noted. In?Microsoft's Office parlance: "upgrades" are new versions of an existing product or service; "updates" are collections of new features designed to be added to an existing product or service.

Any readers of this blog had any problems with their Office 365 updates (or lack thereof)? Or was it smooth sailing once the update process finally kicked in?

MDOT won't stand in the way of oil shipments

AUGUSTA, Maine ? All Maine firefighters have returned from Quebec after battling a blaze following a runaway train derailment 10 miles north of the border that killed at least five people and left about 40 people missing, state officials said Monday.

Maine environmental officials continued to monitor the derailment, and repeated Monday that the oil spill and fires weren't affecting the state's air or water.

Rob McAleer, director of the Maine Emergency Management Agency, said Canadian officials told him that no additional resources are needed.

"I have conveyed Governor LePage's commitment to help in any way we can, should the need arise. Officials in Quebec have told us that at this time they have the resources they need going forward with the response," McAleer said.

Dozens of businesses and numerous homes were destroyed Saturday when 72 oil-filled tankers came loose, sped downhill nearly seven miles into the town of Lac-Megantic, Quebec, causing explosions, an intense fire and thick plumes of smoke.

About a third of the community of 6,000 was forced out of their homes.

In Maine, a dozen protesters on Monday called for independent inspections of the state's railways as well as a reduction in the number of oil tankers traveling across Maine to an Irving-owned refinery in Saint John, New Brunswick.

The demonstrators gathered outside the Hermon offices of the Montreal, Maine & Atlantic Railway Inc., the train's owner.

The Federal Railway Administration, which regulates rail traffic and conducts rail inspections, had no immediate comment.

The Maine Department of Transportation sometimes assists federal regulators but does not regulate what trains haul, frequency of trips, destinations or other matters dealing with interstate commerce, spokesman Ted Talbot said.

WTCC: Rotek puts Ford WTCC plans on hold

Robb Holland WTCCRotek Racing has put plans to enter the World Touring Car Championship with the ex-Arena Motorsport Ford Focuses on hold.

The VLN squad bought the ex-Arena machines earlier this year and had planned to race them later in the season ahead of a full campaign in 2014.

But with the WTCC confirming it will run to new regulations in 2014, Rotek is now considering its options

American tin-top racer Robb Holland, who is the only driver confirmed for the programme so far, is concerned that factory efforts such as Citroen's could push costs up.

"We're trying to figure it out and we've done a bunch of testing," he said.

"The issue is the new rules package being [introduced] for 2014. It's a struggle to find new investment with the focus more on the manufacturers than independents.

"The big question is, with the manufacturers coming in, what happens to budgets? At the moment they are very reasonable."

Holland believes the key will be how much help the older cars, such as the Focus, are given to be able to compete with the new machines.

"I don't think the WTCC knows exactly which way to go," he added. "If they don't performance balance the cars I don't think the team will have any interest in competing.

"I still think it's the right championship to be in, but it's got to make sense for independents."

BTCC OUTINGS

Holland also confirmed he is hoping to appear in the British Touring Car Championship this year, driving one of Tony Gilham's Team Hard Vauxhall Insignias.

Team Hard Vauxhall InsigniaThe American, who raced at the Snetterton and Croft rounds last season, is one of four drivers set to test the ex-James Cole machine this week.

He hopes to race at Snetterton next month and take in one further round, if his VLN endurance commitments allow.

"Tony and I agreed at the beginning of the year we'd do at least a couple of races," said the 45-year-old.

"Snetterton is likely and I'd like to do another round; it depends on the schedule."

Crash investigators turn to cockpit decisions

SAN FRANCISCO (AP) ? Investigators trying to understand why Asiana Airlines Flight 214 crash-landed focused Monday on the actions of an experienced pilot learning his way around a new aircraft, fellow pilots who were supposed to be monitoring him and why no one noticed that the plane was coming in too slow.

Authorities also reviewed the initial rescue efforts after fire officials acknowledged that one of their trucks may have run over one of the two Chinese teenagers killed in the crash at San Francisco International Airport. The students were the accident's only fatalities.

National Transportation Safety Board Chairman Deborah Hersman said investigators watched airport surveillance video to determine whether an emergency vehicle hit one of the students. But they have not reached any firm conclusions. A coroner said he would need at least two weeks to rule in the matter.

The students had been in the rear of the aircraft, where many of the most seriously injured passengers were seated, Hersman said.

The NTSB also said part of the jet's tail section was found in San Francisco Bay, and debris from the seawall was carried several hundred feet down the runway, indicating the plane hit the seawall on its approach.

Investigators have said Flight 214 was flying "significantly below" its target speed during approach when the crew tried to abort the landing just before the plane smashed onto the runway. Authorities do not know yet whether the pilot's inexperience with the Boeing 777 and landing it at San Francisco's airport played a role.

The airline acknowledged Monday in Seoul that the pilot at the controls had flown that type of plane for only a short time and had never before landed one at that airport.

Asiana spokeswoman Lee Hyomin said pilot Lee Gang-guk had logged nearly 10,000 hours operating other planes but had only 43 hours in the 777, a plane she said he was still getting used to.

It's not unusual for veteran pilots to learn about new aircraft by flying with more experienced colleagues. Another pilot on the flight, Lee Jeong-min, had 12,390 hours of flying experience, including 3,220 hours on the 777, according to the Ministry of Land, Infrastructure and Transport in South Korea.

Lee Jeong-min was the deputy pilot helping Lee Gang-guk get accustomed to the 777, according to Asiana Airlines.

It was unclear whether the other two pilots were in the cockpit, which in the Boeing 777 typically seats four. But that would be standard procedure at most airlines at the end of a long international flight.

NTSB lead investigator Bill English said pilot interviews were going slowly because of the need for translation. The interviews began only after agents from the Korean Aviation and Rail Accident Investigation Board arrived from South Korea.

New details of the investigation have also raised questions about whether the pilots may have been so reliant on automated cockpit systems that they failed to notice the plane's airspeed had dropped dangerously low, aviation safety experts and other airline pilots said.

Information gleaned from the Boeing 777's flight-data recorders revealed a jet that appeared to be descending normally until the last half-minute before impact.

The autopilot was switched off at about 1,600 feet as the plane began its final descent, according to an account of the last 82 seconds of flight provided by Hersman.

Over the next 42 seconds, the plane appeared to descend normally, reaching about 500 feet and slowing to 134 knots (154 mph), a 777 pilot for a major airline familiar with Hersman's description told The Associated Press. The pilot spoke on the condition of anonymity because his company had not authorized him to speak publicly.

But something went wrong during the following 18 seconds. The plane continued slowing to 118 knots (136 mph), well below its target speed of 137 knots (158 mph) that is typical for crossing the runway threshold. By that time, it had descended to just 200 feet.

Eight seconds later, with the speed still falling, Hersman said, the throttles were moved forward, an apparent attempt by the pilot to increase speed. But it was too little, too late.

Five seconds later, at 50 percent power, speed began to increase.

A key question raised by the NTSB's account is why two experienced pilots ? the pilot flying the plane and another supervising pilot in the other seat ? apparently didn't notice the plane's airspeed problem.

Part of the answer to that question may lie in whether the pilot flying, after switching off the autopilot, still had the plane's autothrottle engaged during the descent.

Aviation safety experts have long warned that an overreliance on automation is contributing to an erosion of pilots' stick-and-rudder flying skills. It's too soon to say if that was the case in the Asiana crash, but it's something NTSB investigators will be exploring, they said.

"It sounds like they let the airplane get slow and it came out from under them," said John Cox, a former US Airways pilot and former Air Line Pilots Association air crash investigator.

"There are two real big questions here: Why did they let the airplane get that slow, and where was the non-flying pilot, the monitoring pilot, who should have been calling out 'airspeed, airspeed, airspeed,' " Cox said.

More than 180 people aboard the plane went to hospitals with injuries. But remarkably, 305 of 307 passengers and crew survived, and more than a third didn't even require hospitalization. Only a small number were badly hurt.

The passengers included 141 Chinese, 77 South Koreans, 64 Americans, three Canadians, three Indians, one Japanese, one Vietnamese and one person from France. Asiana President Yoon Young-doo planned to leave for San Francisco later Tuesday to visit hospitalized passengers, according to Asiana spokeswoman Lee Hyomin.

Twenty-three South Koreans have so far left for San Francisco to visit their injured family members and relatives since the crash, according to South Korea's Ministry of Land, Infrastructure and Transport.

After the crash, three firefighters ? and two police officers without safety gear ? rushed onto the plane to help evacuate trapped passengers, including one who was trapped under a collapsed bulkhead.

They had gotten everyone off the craft except one elderly man, who was in his seat, moaning and unable to move.

"We were running out of time," San Francisco Fire Department Lt. Dave Monteverdi recalled Monday at a news conference. "The smoke was starting to get thicker and thicker. So we had no choice. We stood him up and amazingly, he started shuffling his feet. That was a good sign...we were able to get him out and he was pretty much the last person off the plane."

The two dead passengers were identified as 16-year-old students from China who were scheduled to attend summer camp in California with dozens of classmates.

One of their bodies was found on the tarmac near where the plane's tail broke off when it slammed into the runway, the other was found on the left side of the plane about 30 feet (10 meters) away from where the jetliner came to rest after it skidded down the runway.

The flight originated in Shanghai, China, and stopped over in Seoul, South Korea, before making the nearly 11-hour trip to San Francisco.

NTSB investigators are also sure to examine whether pilot fatigue played a role in the accident, which occurred after a 10-hour nighttime flight. As is typical for long flights, four pilots were aboard, allowing the crew to take turns flying and resting. But pilots who regularly fly long routes say it's difficult to get restful sleep on planes.

The accident occurred in the late morning in San Francisco, but in Seoul it was 3:37 a.m.

"Fatigue is there. It is a factor," said Kevin Hiatt, a former Delta Air Lines chief international pilot. "At the end of a 10-hour flight, regardless of whether you have had a two-hour nap or not, it has been a long flight."

The two teenagers killed in the crash were close friends and top students.

Wang Linjia showed talent in physics and calligraphy; Ye Mengyuan was a champion gymnast who excelled in literature. Both were part of a trend among affluent Chinese families willing to spend thousands of dollars to send their children to the U.S. for a few weeks in the summer to practice English and hopefully boost their chances of attending a U.S. college ? considered better than China's alternatives by many Chinese families.

The girls posted their last messages on their microblog accounts Thursday and Friday. The last posting from Wang said simply, "Go."

The Suburban, carried over for a brief 2014 model year before a new version arrives for 2015, is one of the most familiar SUVs in its niche. It's one of the longest, widest utility vehicles on the market, and fitted with all the available features, it can be one of the most capable, too.

A relative of the GMC Yukon and Cadillac Escalade, the Suburban is essentially the extended-length version of the Chevy Tahoe. Some 20 inches longer overall, the Suburban has 14 inches more between its wheels than the Yukon, which amplifies its already vast cargo and third-row seating space.

Most shoppers will be fine with the light-duty Suburban 1500, which comes with a 5.3-liter V-8 and six-speed automatic transmission, all good for 320 horsepower. It's pleasant and responsive, with smooth shifts and quick downshifts, yet it can tow 8,100 pounds. And thanks to a cylinder deactivation system that shuts of half of the cylinders when coasting or decelerating, it's quite economical, with EPA ratings of up to 15/21 mpg. Heavy-duty Suburban 2500 models maximize the Suburban's load capacity and towing capability, without changing the interior package, although they do have a stiffer, less passenger-approved ride. Fuel economy is also lower with the 2500 models, which pack a huge 6.0-liter V-6 making 352 horsepower.

Handling isn't the priority in vehicles like these, but the Suburban's excellent ride quality is expected and delivered. It's also confident on the road, and as maneuverable as any vehicle this size can be.

The Suburban's cabin has more good than bad points. The good: the amount of raw space available (137.4 cubic feet behind the first row of seats) would put some Japanese hotel rooms to shame. The simple, straightforward instrument panel design is easy to understand and omits the high-end infotainment interfaces that lose drivers in translation. The downside of the Suburban's interior is that, looking up close at its trim, materials, and layout, it simply feels outdated.?

There's a lot of flexibility in how you get your Suburban (in terms of seating layout, materials, and features), but once you settle on one you may be a bit disappointed with the lack of flip-and-fold flexibility. First- and second-row seats can be buckets or benches, while the third-row seat can be disappointing in that it's a folding bench that unfortunately doesn't go completely flat when it's not needed. Unlike the one in the Ford Expedition, which can power-fold out of the way, this one needs to be removed entirely--but when you do it'll take two to move it, as it's so heavy, and then there's the question of where to keep it. Properly specified, the Suburban can seat up to nine people, even some smaller adults in back, though ideally the third row is reserved for kids.

The Suburban can be had with either rear- or four-wheel drive. Bluetooth hands-free connectivity is standard on all models, as are cruise control, tri-zone air conditioning, and a six-speaker audio system with USB port and satellite radio capability. Moving up the model line, you can get a DVD navigation system that has real-time traffic and is very easy to use; a rear-seat DVD entertainment system; Bose Centerpoint audio; leather upholstery; ventilated seats; heated second-row seats; and an Autoride electronic suspension.

WHITE SULPHUR SPRINGS, West Virginia: American Johnson Wagner fired a six-under par 64 on Saturday to seize a two-stroke lead after the third round of the $6.3 million US PGA Greenbrier Classic.

Wagner made seven birdies, the last of them on a 12-foot putt at the par-3 18th, against a lone bogey to complete 54 holes on 14-under 196, two strokes ahead of countryman Jimmy Walker, who fired a bogey-free 64 at The Old White.

Sweden's Jonas Blixt was third on 200, one stroke ahead of Australians Matt Jones and Stephen Bowditch and US teen Jordan Spieth, who at 19 is trying to become the youngest US PGA Tour champion since 1931.

Wagner, who opened with a 62 on Thursday, missed the cut in six of his past seven starts and withdrew from the other after the first round.

But thanks to some extra work with his coach last month, he was poised to capture his fourth career US PGA title after triumphs at the 2008 Houston Open, the 2011 Mayakoba Classic in Mexico and last year's Sony Open in Hawaii.

"I had a little 'Boot Camp' with my coach two weeks ago and got my game back to where it was heading into Hawaii two years ago," Wagner said. "I'm feeling really good right now. I'm able to shape the ball. It's really clicking."

When the last pairing teed off, there were 19 players within two strokes of the lead and 36-hole leader Matt Every stumbled with three bogeys in the first four holes, setting the stage for Wagner to seize command.

Wagner opened with a 14-foot birdie putt, sank an eight-foot birdie putt at the par-3 third and tapped in for a birdie at the fifth to reach 11-under and grab a two-stroke lead.

Blixt, who opened with back-to-back birdies, added an eight-foot birdie putt at the seventh to reach 10-under, which put him in a share of the lead after Wagner took a bogey at the seventh.

At the ninth hole, Wagner found a fairway divot but blasted onto the green and sank an 18-foot birdie putt to reclaim the lead alone and then began the back nine with a birdie as well.

Wagner added a 20-foot birdie putt at the par-5 12th to move three strokes in front and, after Walker reached the clubhouse only one stroke off the pace, closed with a 12-foot birdie at the par-3 18th to move two ahead of Walker.

"It has been over a year (that) I have struggled," Wagner said. "Luckily, I'm having a great week this week."

Walker, seeking his first PGA title, shared third this year at Pebble Beach to match his best career PGA showing from the 2010 Texas Open.

Blixt won his only PGA title at last year's Frys.com Open. While he has not cracked the top 10 in a US PGA event this year, he finished second last month at the European Tour's Swedish Masters.

Bowditch has only one top-10 finish in four seasons on the US PGA Tour.

Spieth, a former world amateur number one who turned professional last December, would become the fourth-youngest winner on the all-time US PGA list and the youngest since Ralph Guldahl won the Santa Monica Open 82 years ago.

Spieth, who has won enough money to secure a US PGA Tour spot in 2014, needs a victory to gain membership this year and be eligible for the season-ending playoffs that open next month.
