The actual swearing-in ceremony will cost $2.24 million, according to Yolanda Forstman, spokeswoman for the Joint Congressional Committee on Inaugural Ceremonies.

It?s the security, parties and countless Port-a-Potty rentals ?that really run up the bill.

The federal government estimates that it will spend roughly $149 million on the inaugural weekend. Washington, D.C., Virginia and Maryland have requested another $51 million from the federal government to help pay for their share of police, fire and medical services.

And then there is the party bill.

?We have a budget of roughly $100 million, maybe a little bit more,? said a spokeswoman for the inaugural committee.

In comparison, George W. Bush?s first inauguration cost $42.3 million and his second came in at just under $30 million. ?Bill Clinton?s first in augural was $33 million and his second inauguration was $31 million.

In addition, the White House is selling tickets to the inauguration. ?You can no longer just go for free. ? Tickets are being sold for $40 each (face value), but on StubHub they are going for over $200 already. ??Hey, we want to make some money to help pay for Jay-Z and Bruce,? said the inaugural chairman.

?The money is going toward providing events which we hope are going to connect people, make them feel like we are all in this together and reinforce the notion that when we pull together, we?re stronger,? the spokesman siad ?And we need to pull together to face the challenges that are before us today.?

Among the expenses: a Bruce Springsteen concert, a One Direction concert (for Sasha and Malia), the parade, large-screen TV rentals for all-free viewing on the national Mall, $700,000 to the Smithsonian Institution to stay open and, of course, the balls, including three that are being pitched as free or low cost for the public. ?Jay-Z and U2 will be playing and both will be paid over $2 million for their services. ?Bruce is playing for free.

What's New: The 10th Anniversary Edition of the Wrangler Rubicon adds a unique red leather interior and a few off-road features that Jeep fanatics will appreciate. Longer springs add a half-inch of extra ground clearance over that of the regular Rubicon, while BF Goodrich KM2 off-road tires make the most of available traction. The standard rock rails guard the door sills from damage; for durability, they're coated in the same kind of material as a pickup truck bed liner. The front bumper is designed to accommodate a Warn winch and has removable end caps. Both the front and rear Dana 44 axles feature electric locking. A dash plaque spec list reminds drivers of all the cool hardware.

The racy-looking aluminum wheels look like they would be vulnerable to scrapes from rocks, but the tires seem to protect them. During our drive, some ugly brushes against rocks left no marks on the wheels.

Tech Tidbit: The Rubicon includes an electric disconnect for the sway bars. This saves drivers from the common trail hassle of climbing underneath to unbolt the bars at the trailhead and then again at the end to reconnect them.

Driving Character: Implacable. This thing won't be stopped. It is easy to see why Jeep drivers can suffer occasional blasts of hubris?the Wrangler Rubicon makes the driver feel like it can do anything. Impressively, it does this without inflicting a punishing ride on paved roads and without gulping appalling volumes of unleaded.

The steering, which on earlier Jeeps was optimized for off-road steering leverage and could seem connected to the tires only remotely, now is surprisingly responsive and communicative about the on-road situation.

Favorite Detail: The coolest thing on the Wrangler Rubicon is the removable front-bumper end caps. Take 'em off and the front tires can attack and overcome obstacles without restriction. Put 'em back on and you are street-legal again in minutes. Cheap, simple, and effective.

Driver's Grievance: Your local community college could offer a class teaching Jeep owners how to remove and install the Wrangler's folding soft-top and removable doors. Jeep marketing director Jim Morrison demonstrated his practiced ability to zip the plastic windows back into place; he said he and his son can install the whole top and the doors in 8 minutes. It would take most people twice as long.

The Bottom Line: There really is nothing else like the Wrangler Rubicon. In the past that observation cut both ways, as Wranglers were as punishing on the road as they were capable off it. But the most recent generations have become? Well, civilized might not be the right word, but these trail rides are now unexpectedly normal on pavement.

With this 10th anniversary Rubicon, you can drive a pure off-roader on the asphalt with a minimum of pain. The tires don't sing at highway speeds. The steering responds to input. The suspension doesn't bound over bumps. It is amazing how livable a rock-buster can be.

(AP) ? Concrete ceiling slabs fell onto moving vehicles deep inside a long Japanese highway tunnel, and authorities confirmed nine deaths before suspending rescue work Monday while the roof was being reinforced to prevent more collapses.

Two vehicles caught fire in the accident Sunday morning, and heavy smoke initially hindered rescue efforts. The location of the accident about 1.7 kilometers (a mile) inside the 4.7-kilometer (3-mile) long Sasago Tunnel was also making the work difficult.

The nine dead were traveling in three vehicles in the tunnel about 80 kilometers (50 miles) west of Tokyo on a highway that links the capital to central Japan. The tunnel opened in 1977 and is one of many in the mountainous country.

The search was suspended Monday morning while the highway operator does work to support the remaining slabs in the ceiling, said Jun Goto, an official at the Fire and Disaster Management Agency. It's expected to resume by afternoon.

Goto said it's not clear if there are other survivors.

Police and the highway operator Central Japan Expressway Co. were investigating why the concrete slabs collapsed. An inspection of the tunnel's roof in September found nothing amiss, according to Satoshi Noguchi, a company official.

An estimated 270 concrete slabs, each weighing 1.4 metric tons (1.54 short tons), suspended from the arched roof of the tunnel fell over a stretch of about 110 meters (120 yards), Noguchi said.

The operator was exploring the possibility that bolts holding a metal piece suspending the panels above the road had become aged, he said. The panels, measuring about 5 meters (16 feet) by 1.2 meters (4 feet), and 8 centimeters (3 inches) thick, were installed when the tunnel was constructed in 1977.

Company President and CEO Takekazu Kaneko said that the company was inspecting other tunnels of similar structure, including a parallel tunnel for traffic going in the opposite direction. Both sections of the highway were shut down indefinitely.

Two people suffered injuries in the collapse.

Diabetes may be linked to hearing loss: study

(Reuters) - Diabetes has already been tied to an increased risk of kidney and cardiovascular troubles, nerve damage and vision loss, and now a Japanese study finds diabetics to be more than twice as likely as those without the disease to have hearing impairment.

In a review of past research on the issue, published in the Journal of Clinical Endocrinology and Metabolism, scientists found that younger diabetics were at even higher risk than older adults, though they could not explain why.

"Current meta-analysis suggests that the higher prevalence of hearing impairment in diabetic patients compared with nondiabetic patients was consistent regardless of age," wrote lead researcher Chika Horikawa, at Niigata University Faculty of Medicine, and colleagues.

It's not the first time researchers have found a link between diabetes and hearing loss. In 2008, researchers from the U.S. National Institutes of Health (NIH) saw similar patterns in a sample of more than 11,000 people, with people with diabetes twice as likely to have hearing loss as those without.

It's thought that high blood sugar levels brought on by diabetes may lead to hearing loss by damaging blood vessels in the ears, said Horikawa.

Horikawa and colleagues collected information from 13 previous studies examining the link between diabetes and hearing loss and published between 1977 and 2011. Together, the data covered 7,377 diabetes and 12,817 people without the condition.

Overall, Horikawa's team found that diabetics were 2.15 times as likely as people without the disease to have hearing loss. But when the results were broken down by age, people under 60 had 2.61 times the risk while people over 60 hand 1.58 times higher risk.

Some experts caution that this kind of study does not prove that diabetes is directly responsible for the greater hearing loss rates.

"It doesn't definitively answer the question, but it continues to raise an important point that patients might ask about," said Steven Smith, a diabetes specialist at the Mayo Clinic in Rochester, Minnesota.

The researchers note that future studies that take more factors into account, such as age and noisy environment, are needed to clarify the link between diabetes and hearing loss.

Still, Horikawa told Reuters Health in an email, people should recognize that diabetics may be at risk for hearing loss based on their results.

"Furthermore, these results propose that diabetic patients are screened for hearing impairment from (an) earlier age compared with non-diabetics," said Horikawa, adding that hearing loss has also been linked to an increased risk of depression and dementia. SOURCE: http:.//bit.ly/RIVeeW

Febrile seizures are convulsions that occur in conjunction with a?sudden rise in body temperatur.? Febrile seizures are fairly common?occurring in 1 out of every 25 children and they occur in both boys??and girls.? Almost all febrile seizures occur in children between 6?month and 5 years, though it is rare for them to occur after 3 years?of age.? Febrile seizures can also run in families.? For example,?there are four children in my family and all four of us had febrile?seizures.

Usually febrile seizures occur in resposne to a sudden spike in your?child?s body temperature.? The seizures generally only occur on the?first day of the fever in response to the sudden change.? Most of the?time fevers that trigger a seizure are in response to either a?bacterial or viral infection, however not always.? My youngest sister?would have febrile seizures in response to sudden spikes in her body?temperature that were as high as 106.8F.? She was hospitalized several?times, not for the seizures, but for the high temperatures.? She would?only have the seizure on the first day, but the fever would last for?several? days.? And the Drs were never able to find a cause for the?fever, she was always diagnosed with a high fever of unknown origin.

Then my son had high fevers, up to 104.8F but with hives and the Drs?could not find a cause and he was diagnosed with high fever with hives?of unknow origin.? These diagnosis? of unknown origin were made only?after extensive testing to determine a cause so always have your child?examined by your Dr if he/she develops a?febrile seizure?because there?are many conditions that can cause sudden temperature spikes leading?to seizures including meningitis and encephalitis, it?s immportant to?note that both of these conditions can cause seizures without a fever.
Researchers have also identified several genes associated with?febrile seizures though how the genes affect febrile seizures?continues to be studied.

There are two types of febrile seizures, simple and complex seizures.?Simple febrile seizures are the most common and are considered less?serious than the complex febrile seizures.? Simple febrile seizures?last less than 15min, they generally involve the entire body and do?not occur more than once in a 24 hour period.? Complex febrile?seizures are less common and are considered the more serious of the?two. ?These seizures will last longer than 15 minutes and they usually?occur repeatedly during the first 24 hours and/or affects only one?side of your chuilds body.

If your child experiences a febrile seizure it?s important to contact?your childs Dr immediately after the seizure.? If your child is?vomiting, complaining of a stiffneck or is severely lethargic or
having difficulty breathing call 911 and take your child to the local?emergency room.?While your child is having a febrile seizure place him/her in a safe?place where they can?t ffall or hit something and injure himself.?Always place your chikld on their side to prevent them from choking?and watch or any change in the color of your childs face and breathing?problems.? Should your childs seizure last longer than 15 minutes or?he/she turns blue call 911 immediately do not wait for the seizure to?end.? It?s also important to understand the things you should not do
during a seizure.? First do not attempt to restrain or hold your child?or attempt to put anything in his/her mouth, and do not put your child?into a cool or luke warm bath to try to bring down the temperature.? I?do realize that these things were common practice in the past but?research has indicated they cause more harm than good.? Also you do?not want to try to give any medications as it increases the potential?for your child to choke.

Most febrile seizures are harmless and resove on their own, however?they are frequently an indication that something else is going on that?may or may not need to be treated.

Novel studies of gene regulation in brain development may mean new treatment of mental disorders

ScienceDaily (Nov. 30, 2012) ? A team of researchers at the University of California, San Diego and the Institut Pasteur, Paris has come up with a novel way to describe a time-dependent brain development based on coherent-gene-groups (CGGs) and transcription-factors (TFs) hierarchy. The findings could lead to new drug designs for mental disorders such as autism-spectrum disorders (ASD) and schizophrenia.

In the paper, published November 22 as an online-first publication in the journal Genes, Brain and Behavior, the researchers identified the hierarchical tree of CGG-TF networks that determine the patterns of genes expressed during brain development and found that some "master transcription factors" at the top level of the hierarchy regulated the expression of a significant number of gene groups.

Instead of a taking the approach that a single gene creates a single response, researchers used contemporary methods of data analysis, along with the Gordon supercomputer at the university's San Diego Supercomputer Center (SDSC), to identify CGGs responsible for brain development which can be affected for treatment of mental disorders. The team found that these groups of genes act in concert to send signals at various levels of the hierarchy to other groups of genes, which control the general and more specific (depending of the level) events in brain structure development.

"We have proposed a novel, though still hypothetical, strategy of drug design based on this hierarchical network of TFs that could pave the way for a new category of pharmacological agents that could be used to block a pathway at a critical time during brain development as an effective way to treat and even prevent mental disorders such as ASD and schizophrenia," said lead author Igor Tsigelny, a research scientist with SDSC, as well as the university's Moores Cancer Center and Department of Neurosciences. "On a broader scale, these findings have the potential to change the paradigm of drug design."

Using samples taken from three different regions of the brains of rats, the researchers used Gordon and SDSC's BiologicalNetworks server to conduct numerous levels of analysis, starting with processing of microarray data and SOM (self-organizing maps) clustering, before determining which gene zones were associated with significant developmental changes and brain disorders.

Researchers then conducted analyses of stages of development and quick comparisons between rat and human brain development, in addition to pathway analyses and functional and hierarchical network analyses. The team then analyzed specific gene-TF interactions, with a focus on neurological disorders, before investigating further directions for drug design based on analysis of the hierarchical networks.

Tsigelny's collaborators included Valentina L. Kouzentsova (SDSC and Moores), Michael Baitaluk (SDSC); and Jean-Pierre Changeux, with the Institut Pasteur, in Paris, France. Changeux also is a Skaggs distinguished visiting professor in pharmacology at UC San Diego (2008) and a member of the foreign faculty at UC San Diego's Kavli Institute for Brain and Mind. In addition to SDSC and its computational resources, support for the research paper, called A Hierarchical Coherent-Gene-Group Model for Brain Development, was provided by National Institutes of Health grant # GM084881 for Baitaluk.
